JOINT STATEMENT: "SAFEGUARDING IN LANCASHIRE - EVERYBODY'S BUSINESS"

The latest in the series of 'Learning Together' workshops (held on 15th June 2010 at Farington Lodge) saw the signing of a Joint Statement between the Lancashire Care Association and Lancashire County Council. The signatories were, Acting Executive Director of Adult and Community Services, Olive Carroll (standing in for Richard Jones away on ADASS duty), Councillor Wilson, and Chair of LCA, Ken Nolan. The statement, and a separate joint protocol, have been drafted as the result of joint working through the Social Care Partnership.
 
The SCP set up the 'Safeguarding - Everybody's Business' project, the Reference Group for which was Chaired by Dave Wareing the Head of Safeguarding. Reps on that group came from LCC Adult and Community Services, LCC Chief Exec's Department, North Lancs PCT, and LCA. Preliminary findings from the work of that group (provider survey + focus groups) were presented at LCA's Conference on 29th April 2010.
 
 
 
LCA's view: Including and involving the independent sector is key.  Providers are partners in Safeguarding.
 
The aim of Safeguarding - shared by authorities commissioning and scrutinising care and support, by the wide range of organisations providing it, and by the community - is to ensure that vulnerable adults get care and support characterised by Dignity, Safety and Quality. The project we have worked on for a year, which has put together the Joint Statement and draft Joint Protocol, is based on the principals that the independent sector is a full stakeholder in Safeguarding and the proper inclusion of the quality independent sector will help ensure that 'Safeguarding' as a policy is effective in practice.
