Lancashire Care Association (LCA) has been representing quality independent sector providers in Lancashire since 1992 and has been a not-for-profit company since 2001. There is a small core staff and a dedicated Board of volunteers who together carry the workload. The core staff and Board are assisted by Logical Care and Complete Care Network in their membership services and online services and marketing.
LCA mainly covers the LCC area but also has significant membership in Blackpool and members in Blackburn with Darwen and adjoining areas. LCA represents the independent sector (private and charitable providers), younger adults and older people, care homes and domiciliary care, larger groups and smaller independents. This mix is reflected in the Board make-up and is an important principle within the framework of LCA.
The LCA Board is made up of directors from various backgrounds within the care sector who between them bring a wealth of experience to the LCA for the benefit of its members. Each year one third of the Board make their places available for new Directors at LCA's Annual General Meeting.

LCA has funded a non-provider CEO role since 1999. Paul Simic, has been CEO since 2002. During that time he has been the inaugural Chair of the Lancashire Workforce Development Partnership and on the board of Skills for Care NW. He is a non-executive director of Complete Care Network, whose aim is to help care associations around the country be effective. He writes regularly for the 'trade press' and has published elsewhere on care matters, most recently on a Safeguarding action research project in Lancashire (forthcoming 2012, Journal of Adult Protection). He has an MSc from Manchester University and in 2009 completed the SCIE 'Social Care Leadership Development Programme' organised through Inlogov at Birmingham University. His commitment is for LCA to be an association relevant to providers across the independent sector, to service users and their carers, and to be effective in dialogue with local and central government around issues crucial to the quality care. He is currently, from May 2011, working as an advisor with the Greater Manchester Care Sector Council, a partnership with the Greater Manchester Chamber of Commerce, covering providers in the 10 local authority areas in and around Manchester.
