LCA ManifestoLCA MANIFESTO: towards a Brave New World - personalisation and quality 1) Provider voice Transformation, Personalisation and Dignity. ‘Transformational’ change must be more than rhetoric. There needs to be a strong, coherent, provider voice from the quality independent sector. 2) Fairness There should be a level playing field between the sectors (no hidden subsidies) and a better understanding within government of care in the business context. 3) A quality ‘market-place’ What kind of markets, and market-management strategies, are policy-makers working towards? What kind of market in care do we as a society want? The watchword must be 'quality'. 4) Evidence-base For care and policy. We need a research / learning culture for practice, models of care, and funding. An independent costings model (e.g., L&B ‘Fair Price’ model) can help inform the partnership process. 5) Partnerships At local and regional level we need effective partnerships (between social care AND health). These partnerships need driving with the right leadership and resourcing. 6) Regulation Proportionate regulation, applied universally. Clear demarcation lines between what social services and the Care Quality Commission do. 7) Culture of Dignity ‘Dignity’ should permeate the care system. We need a new dialogue about care. ‘Nurturing’ and ‘trust’ are core principles in the development of good social care. 8) Co-production Society can’t deliver quality social care by quango and rhetoric, nor by top-down targets. ‘Co-production’ is required. However, with one person rowing and a crowd at the stern pointing, monitoring, regulating and exhorting greater effort from the rower, the boat won't go! 'Co-production' is about sharing AND balance. 9) Change management The sector is overloaded with change. There needs to be some period of relative stability in the key structures and institutions. 10) Unified voice: The ‘Social Care Partnership’ in Lancashire has made significant progress and can be seen as a partnership template for others. |
